The key idea is that when transporting a dead body by a private vehicle, proper containment, privacy, and sanitation are required. The correct statement says the body must be enclosed in a casket or container or closed in a waterproof pouch and secured in a rigid litter or stretcher, and must be obscured from public view; leakage must be prevented; the vehicle kept clean and sanitary. This combination protects dignity and privacy, prevents any leakage, and ensures the vehicle remains clean and safe for others.

Why this is the best fit: it covers all the essential safeguards—enclosure to prevent leakage, a sturdy support to keep the body stable, obscuring the body from public view to preserve decency, and a clean vehicle to uphold sanitary standards. The other options fall short because they omit one or more of these protections: skipping the container risks exposure and leakage; allowing open transport with family approval undermines decency and health rules; and a leak-proof bag alone still leaves visibility and stability unaddressed.
